if it has been there only a short time use denaatured alcohol on the tip of a rag and gently dab it out ,the alcohol will not harm the carpet. If it is older you will need to usr paint thinner or mineral spirits,but you need to be very careful and dab with very ,very light pressure until it comes out ...dab too hard and you will pull the dye out of the carpet.painting contractor.
Is the rug synthetic or natural fiber? Some solvents may actually 'melt' a synthetic rug. If I read your question correctly, you are talking about artist's oil paints? If the oil paint is not dry yet (or even if it is, but recent) - try The Master's Brush Cleaner, which you can purchase where art supplies are sold (including Michael's and Jo-Ann's), in the oil & acrylic paint section. It is a gentle cleanser that cleans brushes well - I use it on my hands, and if I spill paint on the counter where I clean up after painting. It should not harm natural or synthetic fibers, as brushes can be either. Just be sure you get all of the soap out of the rug.
if it's oil base and it has not set in yet use mineral spirits if is totally cured your done as anything stronger will destroy the carpet (mineral spirits is also called Stoddard's solvent and used in dry cleaning)
