Is removing wallpaper the same when there is paint on top of it?


Question:we recently perchased a home where hte owners before us painted over the wallapepr is it the same to remove it?

, No. theoretically, the paint should have 'fused' with the paper and will peel off in pretty large, hard chunks.
However, I've had wallpaper with 3 or 4 coats over it be a real pain in the #$%.
If you have any difficulty, get a "paper tiger" and some DIF brand remover at Home Depot and a good scraper. If you want to invest $60.00 you might get a cheap wall steamer,they make the job much easier -just a little messier.
Also, get some joint compound, because I can almost guarantee you'll have to do some 'skimming' on the wallboard behind that mess.

The best thing that I have found to remove wallpaper is a steamer rented from Home Depot for like $25 a day worked great and it doesnt matter if it been painted or not.
ACTUALLY IT IS EASIER BECAUSE IT IS THICKER, BUT YES REMOVE IT THE SAME
I had this problem in a place I bought and found the most successful way to remove the paper was to cut into the paper with the wallpaper knife and then soak it with warm water and leave it for a short time then peel off. There were some spots that needed the wallpaper remover solution applied in order to get the painted wallpaper off. I must say it was a lot of work.
It is very different. To remove wallpaper, one has to moisten the paper to loosen the paste that bonds it to the wall. The paint will act as a moisture barrier.

If it is already coming loose, you can slowly and carefully moisten the paste side of the paper where it can be peeled back, and inch your way through the process. The paper will not be as pliable as it would be had it not been painted, but you can get there.

Otherwise, if the paper is in tact and securely glued to the wall, the best thing to do is to leave it and go from there. You can plaster, texture, or re-paper over existing painted wallpaper and save all of the time and trouble associated with removing old wallpaper.
