Answers:
with a good wallpaper.
with plenty of white primer
put a coat of good primer on first
You're going to need to use a good primer.
BINZ, or KILZ will do the job. Both available at your local hardware store.
I would use a heavy duty primer. You can ask for a couple of suggestions as far as brands at Home Depot or Lowes. I would probably try to paint a coat of primer and let it dry fully. Then step back and take a look. If it is pretty well covered, go with your paint. It will probably take two coats of paint though.
use a product called kilz. best cover primer ive found
You can either use a good primer/cover paint like Kilz or try tinting your primer with the color that you are going to put on the walls.
it will take 3 or 4 coats i would use a flat base paint and start out using like gray and then an off white and next a coat of the color that you want. you may have to paint several coats of the last color. But i think that if you will let it dry before you start the next coat each time then you really should not have a great deal of problems GOOD LUCK
KiLZ or BINZEEr primer... seriously. Then use what ever color u want to re-do the black with. U may need 2 coats but it will cover better than jst REGULAR primer... which would take almost 3-4coats THEN u'r paint.
you get a good quality primer. i like 'zinser'. you can get it at hardware, and paint stores. the primer will cover so well that the regular paint will have a true color when you paint on top of it.
there is a primer called kilz i would try that you can get it at one of the large home supply stores. there is two types oil base and water base. for black or dark stains i would use the oil base and dont forget mineral spirits for clean up. ps try a test spot with a small can before spending a bunch of money on what ever you try.
Kilz is really designed to cover a stain that may bleed through multiple coats of paint. It rellt does not cover color to well. Try to put a med gray color over it 1st. that color has plenty of hide to it. Then put the color on it that you want. It will probably take a total of three coats
You'll need to use a very good grade of primer and you will need more than one coat. Of course, you could make the work easier by using a primer tinted the color you want to paint over the black, which would be even better. No matter what, you're looking at a minimum of 2 coats of primer and 2 coats of paint...
A very good primer is Kilz or Bull's Eye 1-2-3. I know that someone here said that Kilz is used to paint over stains, but that's not really true. It was actually invented to paint over grafitti covered buildings and surfaces. Most grafitti has some black permanent marker in it... which is why it makes this type of primer the perfect solution for painting over black painted walls.
Hope this helps you out!
get a good primer from home depot or lowes.
