Are there any cable T.V. installation guidelines in the city of Chicago?

Question:The building next door had cable television installed. The cable from the pole in the alley to their building dangles 5 feet off the ground along our fence line. Does anyone know if there are some sort of guidelines they have to follow installing the cable? This looks very unprofessional! I'm also wondering if this is some sort of code violation?

Call the Cable Company and report a downed wire. They will send a crew to fix it.
