Yes you can get it out, with work and taking your time. First get the correct paint remover. Check with a paint store for the correct one. If latex paint use goof off. Then use a small rag or cotton applicator and do one tuft of carpet at a time. You do NOT want the paint remover to get in to the back of the carpet. After you have remover the paint or every time you stop, dampen with water and suck out with a shop & vac. If the paint remover gets into the back of the carpet it will ruin the carpet. After all the paint is out clean the area with a good carpet cleaner.
If it is still wet, you can try a solution made of Oxyclean. My father spilled half a can of paint in my daughter's room a few years ago and that was suggested. It worked quite well. It did help that the carpet and the paint were similar colored. If it is dry, and just spots, you may be able to just trim them out with a razor blade. Otherwise you might use a little paint remover, but test in an inconspicuous place first, as it might melt the carpet. I wouldn't pour it directly on, put on a cloth and use only just enough to get the paint out. Good luck! (this would be for latex paint, I don't know anything about oil-based)
get a new carpet!
Is it oil or latex? Depending on the base, if could be harder to remove. Oil will be a bugger. Test the paint by using nail polish remover, rub it on if it comes off it's latex, if not it's oil. Paint in a carpet is extremely hard to remove. How much is on the carpet? Need more info please/
Cutting out the piece of carpet and patching is the easiest solution.
If the paint is latex, it is water based and can be removed with water. You have to dilute the paint down with water and then shop vac the mess, repeat and repeat and repeat until it is gone.
