they are there so the consumer is aware of the content of the item being purchased. Don't know the penalty, tho. (How harsh could it be??)

You can remove them after you purchase the item. I think that "law" is for the people selling them.
Your first answer is exactly right. It is only meant for those who sell them but when you get them home you can remove. Do not worry, jail is not in your future, hopefully!
This is mainly for stores they must sell you the mattress with that tag on it. If you purchase a mattress without it, It could be second hand. Its for sanitary reasons. Once you have it home you can remove the tag if you wan"t.
