Answers:
Have you tried steam?
Or my in-laws they wet it down with a wash cloth and blew cool air from a hairdryer to get theirs off.
They had a crap load of layers on theirs too!

Those are the only things that I can think of...sorry!

Blessings and luck

Come on GIRLS the man types have no answers
Shut doors and windows of room, scratch surface of ceiling all over, create loads of steam and scrape! Alternatively just replace the ceiling. It might be quicker. :) Good luck.
If it's that bad I would tear down the old drywall and put up new. Why, you ask? Because I would want to screw directly into the studs, not just guess at them by covering the old drywall with another layer which could weigh down the old and cause buttloads of problems later on.
Have you tried scoring the wallpaper (you can rent a tool specifically for this purpose at many home improvement centers) and then applying steam (device also available for rent or you can use a steam iron, just don't set the temp too hot or you'll scorch the surface). The trick is to allow the steam to penetrate to where the wallpaper adhesive meets the original drywall. If a non-water-soluble adhesive was used, you might need to try a chemical solvent.

If you really want to do it on the cheap, you can apply drywall mud right over the existing paint and wallpaper and smooth that out. Way easier than replacing the drywall itself.
you can try a spiked roller & steam but old plaster could blow, then you will have to cover it ! how about painting it ?
We used a steamer, it took forever but eventually it came off except for where they had stuck it on with something other than paste. This we had to use a sander on. We then filled in the cracks and rubbed it down. The ceiling looks great now.
If its old plaster (which with so many layers of paint it probably will be) be very careful if using a steamer. i did this on old plaster, the steam got behind the plaster, the plaster then puffed out into a big bubble and fell off in chunks causing me to have to re-plaster a large section of the wall. I would recommend either using loads of warm soapy water (soapy water clings to the surface and penetrates better) or having it skimmed. whatever you do - good luck!
