Is a permit required if the deck is against the house, but not attached to the house?

You open up a lot of questions with yours. Put simply it cannot be answered with any info about your community. Your best option would be to contact your city, county or state planning office that has jurisdiction over your property to find out. A city like mine does not require a permit for a deck, yet some require a permit for something as simple as replacing your toilet in the privacy of your own home. Good luck, and hope the project goes smoothly.

Building Codes vary not only State by State, but sometimes City by City. You’ll need to ask a contractor or your local city planning department.
Call your local city/county building dept. and ask. Codes vary significantly around the country. Where I live in Central Michigan, I need a permit for an attached deck or porch, but not for a detached one. You're better off being sure. The fines and hassles will be a LOT more costly than buying a permit.
where I live you do need a permit for an unattached deck, and I really do not know why, around here you need a permit for everything.
