The older types contained a very small amount (about 1%) of white asbestos. This is almost impossible to release into the atmosphere and if its on your wall it will do you no harm. You might want to get it checked out if you're planning to remove some, but the amounts really are miniscule. Artex since about the 80s contains no asbestos.
I don't know about Artex, but Semtex is none too healthy reputedly.
Albert R gave good answer. I wanted a flat ceiling finish and the plasterer had to rub down the artex causing a lot of dust before recoating with top finish. Face masks should be worn and careful hoovering of dust afterwards, though I must say they weren't too worried about it. House bult in 1973, which means there could have been asbestos in it.

about 15 or so years ago artex was asbestos based.todays products are safe.
