It can be painted and by a homeowner, but I'd suggest using a high quality epoxy paint. Not trying to endorse any brand, but Sherwin Williams does produce an epoxy product that is used by commercial contractors that I know.

As mentioned already, You must first make sure that the tile are very clean. Not knowing where the tile are that you want to paint, I'd suggest cleaning them with a good degreaser first then give them a final cleaning with a 10:1 water to muratic acid mix (ten parts water). Depending on the tile, this will etch the surface of the tile and grout to make the paint bond better.

Also, make sure that all the grout is tight, if it isn't you may need to make some repair first. If you are going to paint with epoxy, check first about how long cement has to cure before painting. Some products we have used need the grout (a cement product) to cure for 30 days before painting and others don't need as long.
