I am about to do this art piece myself:
You will need a piece of plywood, any size or shape you want. A big bottle of Elmer's glue, tissues paper in any colors you want to use, a paint brush and water. Mix the glue with the same amount of water in a bowl. Brush some onto the plywood and lay down a piece of the tissue paper, then brush over the same area with the glue mixture. You can rip the tissue paper into different shapes, or leave whole. Overlap different colors for a neat look. Cover all of the plywood including the edges, when you are done let it dry completely. You can find mounting hooks at your local hobby or craft store, attach those and hang on the wall. If you want to go a little more detailed, randomly squirt some paint that comes in tubes on it and wipe it sporadically all over on top of the tissue paper with the paint brush.
i did this for my little cousin's room:
i went to ikea and bought some netting (okay, a good amount of netting, actually) and then went to a craft store and bought some fake flowers and some fabric glue (be sure it dries clear - which most do, anyway). [before buying the netting, measure the height from the ceiling to the floor - you'll need a few more inches plus this amount for the height of the netting. also measure the length of the bed. you'll need this amount plus a few inches for the length. (my cousin's bed was in a corner, so I only had to buy two pieces - one for the end of the bed and one for the side.) this should give you a rough estimate of how much you'll need]. i laid the netting down on newspaper, i took off the petals of the fake flowers and began gluing them to the netting (i did only a few at the top and more and i got closer to the bottom). i let it dry overnight. then i grabbed a staple gun and stapled the top corners of the netting next to her bed (again, i did this twice - one net ran along the side of her bed, the other at the foot) and viola! she now has a mock canopy!
