Ross and TJ Maxx have high-end but low-cost frames.
Check at Wal-Mart or find an old framed picture at a garage sale and replace the picture.
Sometimes thrift or 2nd hand stores have nice and/or unique frames if you just keep looking.
i like the ones at walmart, they are pretty inexpensive

Try going to a home improvement store and find some molding you like, and cut it on the 45 and make your own. That way I did a whole group of photos I wanted done in like frames, but not a Walmart frame.
Yes , I always go to the charity shops, find a picture with a good frame then put your own picture or photo in yeh!!
Try a dollar store...I saw some in dollar giant for a 1.00. Try thrift shops and second hand stores.
You have three choices. 1. Most dollar stores carry a good selection of various sized frames. 2. Walmart and Kmart carry some cheap ones, and are only slightly higher in price than the dollar stores. 3. This takes some work and luck...but people having garage sales have various frames and you can get some of those under a dollar.
Go to Ikea if you have one in your area. They have very good quality pieces for a reasonable price. I went there 2 weeks ago and bought so much stuff for my new apartment and i spent less than $80.
You didn't mention what size or style you were looking for. If you are looking for a large size for cheap, IKEA has a lot of cheap large frames - but they are very simple. If you are looking for fancy standard portrait-sized frames, Marshalls has a good selection of cheap, fancy, usually traditional frames.
Check out your local thrift stores. You might be able to get a real nice frame either new or practically new for under $2.00. Also, yard sales are all around this time of year...check those out.
you can find cheap stuff at goodwill, remove the inset and paint the frame in a color you luv

Cut the cardboard panel from a cereal box or other box and then glue some fabric scraps onto it.

I don't know if you have a Hobby Lobby in your area, but that is where i buy all of mine. They usually run them on sale. For example, they are 50% off this week!
You can go to a Dollar store if there's one near you. That store has lots of items that people like and it only costs $1.00. The dept stores usually have good sales for frames that are cheap such as: Target, Walmart, and etc. I hope this helps.
