Bleach, but make sure you cut it down to 1:1 ratio with water. Otherwise you will burn your lungs while you clean. It works really well.
Oh, once you have it clean, just wipe it down with a towel after each shower to prevent future scum build-up.

If you want to go the natural way, vinegar and baking soda together. When mixing both it will foam up. I would make a paste then let it soak and baking soda and vinegar should break up the soap scum. Another item you might use is WD40 I know it sounds crazy but I have done this in my own shower the soap scum was bad someone told me to use WD40 and it did work. Make sure plenty of air is flowing when using WD40. I would apply it on a cleaning rag then wipe. Also to give you a tip after using the shower/tub rinse down with cold water then wipe it dry you will not have soap scum or water build up ever again.
Also WD40 is a good water repellent.
I clean houses and offices for many years.
I use to clean for the military when the families moved out of housing. We used the works and it's wonderful. I still use it today and it's cheap.
