Do not use fabric softener on towels. If you do, the towels won't be as absorbent as they should be. Instead, pour one cup vinegar into the rinse water. This will help get rid of soap residue (which can make the towels stiff). It will also help keep the drain clean!

Try changing the detergent and fabric softner that you use. Downy is pretty good. Use good dryer sheets as well.
The fibers have shrunk and pulled together making them feel rougher. Fabric softener and a cooler setting on the dryer might help.
Hard water is a big thing. Also soap build up. Run them in a cycle adding NO soap and see how much suds there is! Try adding a water softener to the WASH cycle. and like they said... NO fabric softener in the rinse. I use the dryer balls and NO fabric softener. Works great!
If you're drying them on a clothesline they're going to feel hard. Put them in a dryer, if you can, with a dryer sheet or use fabric softener in the wash. I know someone said not to, but I do it all the time and my towels are always soft.
You are probably use too much detergent. Try rinsing them twice and cutting back a little on the detergent. If you have soft water, then don't use as much as the product calls for. Also, don't let them line dry. This also makes them stiff.
