First scrub with baking soda and water mixture. Then rinse and pour some white vinegar over the stains. Scrub well with a scrub brush. Rinse thoroughly. I wouldn't recommend using bleach, since urine is ammonia. Mixing the two produces harmful fumes/gasses.
you can get this stuff at most pet stores, like petco or petsmart... its a solution containing live bacteria that you activate with warm water then pour onto the spot where the cat peed, and cover it with a moist towel. 24 hours later, the bacteria will have broken all the urea down and then just wipe it up.
I moved into a older ranch house where the owners had cats & dogs that they let roam the house. I took up all the old carpet because it was dirty and smelled of urine. I had concrete underneath that smelled the same. I took my mop,opened all the windows and bleached all the rooms. It only took one mopping and the order was completely gone.

try a half and half solution of water and bleach. This is what I use on my tile...if you are dealing with cement you shouldnt have problems with discolorization.
Pour White Vinegar over the area, allow to sit for 5 to 10 minutes, then use a pressure washer with soap to spray out your flooring.

I like baking soda. Pour it on the area. Let it sit for 2 or 3 days. Then remove. You may have to do this several times to be effective. Also, any concentrated 'pine sol' solution, spread in the area with a mop or paintbrush. left for several days, then wiped up, will work. Regards-Bob.
just hose that sucker down and use some bleach.
Oh and get rid of the dang cat that peed all over your floor. Grab yourself a some golf clubs. The 9 iron works well.

Heres the remedy...get some hot water and get some mouth wash pour the mouth wash over the urinated or pee stained area for 20 minutes do this when you have time free like the weekend...then rinse with hot or warm hot water with a towel imediately wash in washer machine after using..
