Are there certain time of the day when you save money (energy bill )?
Question:I mean like if you do laundry at 2:00 am you save more or like do laundry at 3:00pm and stuff

Yes.
Most utility companies have lower prices after 10pm. Call yours to find out exact times.
Also, if you use your AC and heat, don't turn it off when you are gone. Lower it (in the winter) or raise it (in the summer) by 10 degrees, then adjust it to normal when you get home.
If you turn it off completely, the system has to work that much harder to change the temperature differential. By adjusting it by 10 degrees, it works much less.
Contact your electrical service provider. They must have this program, and if they do, you will need to enroll. Be aware, however, that you will pay an increased premium price for electric use during peak hours. If you run an air conditioner during the day, it will cost you much more.
If you are not home during the day, and can wash your clothes later in the evening, you can save money.

Not on a "Residential" house or Apt., you can use as much juice as you like, when ever you like, NO CHANGE in price for electricity however, if it is a commercial "METER" (business), it has what is called a "DEMAND" reading, which is the second set of dials along the bottom of the meter, this tells how fast you demanded a large amt. of electricity, such as a plant starting up, or equipment starting in a business, if you need lots of electricity in a hurry, you are charged an extra fee. The hours of after 10 pm only serve to lessen the load on the "Power Plant", it has nothing to do with the price of electricity, the price of "FUEL" directly affects your electric bill, as the generating station now cost more to produce electricity, so that extra cost (fuel price) is passed on to the consumer.
