Dual Power Spray-N-Wash. It is a two part liquid.
I had a MontBlanc Pen leak in the pocket of my favorite white dress shirt. I laid the shirt on a towel. I then sprayed this stuff on the shirt and let the towel wick away the excess and the ink. I let it sit then soaked the stain in spray-n-wash again. I washed the shirt (did not let it dry), sprayed it a third time and washed it again. The stain was gone after the second wash.
This stuff is a miracle. It has even taken out stains that had set in years ago. It has worked for me about 95-99% of the time.
im not sure if it will affect the shirt so try a little in a non visible place first but metho works on other surfaces for permanent marker.

I've heard that hairspray helps get out marker. Spray on and let it soak, then wash. Maybe worth a shot.

OK. Inks can be impossible to remove. It all depends on the ink. Permanent marker means nothing, it's all about the chemistry of the ink. The good news is that Polyester is a pretty tough fiber because it doesn't absorb nearly any water.
Take it to a dry cleaner, they should be able to give it a shot but nobody under the sun can make any guarantees.
There is a reason they call it a "permanent marker." It wont come out unless you cut it out. Cut a piece of shirt out of the shirttail. Then sew it over the stained part. The next time your Scout wins a badge, sew the badge over the repair.
