This is usually rust that has set in the minerals in the toilet ring, you can remove this by pouring in two cups of White Vinegar and draining the toilet bowl of water before adding the Vinegar then scrub with vinegar and allow to sit for about half day or it can be done overnight, then use a pumise that is used for cleaning purposes, you can purchase this at your grocery store they usually come as a just a bar or bar with stick on the end of it, then scrub the lime off with this bar and vinegar then rinse and flush the toilet, your toilet bowl will be clean and odor free and the ugly rust and lime stain will be gone and your toilet will be sanitized also, it will even remove the rust. Well everyone else is pretty much right on what it is, it is a by product of hard water, the impurities in it. The solution is cheap and easy to get. I found a product by a company called auto-chlor. They service restraunts so there is always one around. The product is called scale away and costs about $15.00 for a one gallon jug. Will remove the ring very quickly. And no I don't work for them, just found a great product!
I think it's hard water, to get rid of it use a pumice stone (the stuff you use to get rid of rough skin, grey in appearance). Sounds strange, but works.
I had this problem to so I tried Clorox toilet bowl cleaner for stains. It has a red sticker on the bottle. You won't see a difference with the first time but keep using it at least once a week and it will go away. Smells good to! Good luck! :)
