The best way to prevent shrinking is to wash in cold water and air dry. Most of the shrinking is done is in the dryer.

Not that I know of- but often fabric is pre-shrunk, so unless items are off brands or really inexpensive they should not shrink much. Use the coolest water temperature you can, and hang to dry, or use a mixed load setting to dry items. You'll save $ on utilities and wear and tear on garments too, by using cooler temps.
No. A lot of how clothes behave when laundered depends on if your following the recommended care specific to that fiber.
Natural fibers, like cotton and wool, will shrink - especially in hotter waters and drying. Most of what we purchase is pre-shrunk to minimize this. Synthetics - like polyester and nylon are more resilient. Clothing with spandex might need to be reshaped after washingt to restore shape.
Just follow the directions on the labels, wash in cooler temp, and line/flat dry if you are overly concerned about shrinkage. It may also be worth investing in a higher quality garment.
