Removing paint?

Question:What is the best way to remove dried up paint from a polyester made jacket?

What kind of paint oil or latex?
oil- Goo Gone
latex- warm water and soap

Just buy a new jacket and use the old one to kick around in. Sometimes a quick wash will take it off if there isn't to much but it is a hassle. Sorry
