Mr Clean Magic Erase will literally get anything off of any surface. I got black hair dye on my sink and with a few scrubs it was gone.
Don't try. Just go to Lowe's or even Walmart and buy a NEW one. You can find them for less than $15. They are too simple to replace.
Use Peroxide - nurses use it on their (white) nursing uniforms to remove blood stains - pour some on a white cloth and lay over the stain - let set a couple minutes and the stain should start to disappear - if there is texture involved, you may need to use a toothbrush to get into the groove.
I've never had blood stain a toilet seat though - usually it just washes off because of the sealed surface - but I'll take your word for it and suggest the peroxide - I also use it in place of bleach in the laundry for whites - works great on coffee stains too.
