For a fresh tea or coffee stain, immediately pour boiling water over the stain until it disappears. Or, soak the stain with borax and water, then wash as usual. On old stains, make a paste of borax and water, leave on for 15 minutes, then wash as usual.=)

I but lots of thrift and yard sales clothes both to wear and to recycle fabric, and have loads of stain experimentation experience because I don't really care if I ruin garments because they are so cheap.
For commercial stain removers, I really like Shout, treat the stain, let it set for 1/2 hour or so, then wash like normal DO NOT DRY IN DRYER! Drying will set any stain that remains. If there is still staining, try it again. Sometimes it takes several treatments to remove a stain. If the blouse is white, you can also run it through a bleach cycle.
If you can't get it the stain out as outlined above, you can consider either bleaching or dying the blouse, or both. To bleach it, just run it through with your regular bleach load. I'm talking about clorine bleach, not bleach for colors, although if it's colored you might want to try bleach for colors first as well. If you want to dye it, I recommend Jacquards Procion MX dyes, you can get them at many art and stationary stores. I don't ever use RIT dye because you have to use it hot, although that might work too.
If the shirt is white, then use peroxide (same as nurses use for blood stains) - I have had many white shirts and it never fails, coffee stains! - use a white cloth dipped in peroxide and saturate the stain, gently work the stain as you will see it lighten and then toss it in the gentle cycle or soak cycle with a mild detergent and pour some peroxide in as you would bleach - this should work but only if the shirt is white or off white - ERA is also pretty good as well as the spray and wash or OXY magic - but I'm sure of the peroxide in this case.
