Fabric bubbles on shirt collar?

Question:I have two button up shirts with this problem. They're not exactly the same fabric, but are both cotton blends. After washing (per instructions), the backs of the collars developed "bubbles" in the fabric--little bumps that are very noticeable. What causes this? Is there a way to fix it?

Answers:
It's from cheap material. You can remove them with a razor blade, VERY CAREFULLY, or throw the shirt away. Every time you wear and wash they will return.
