there apparently isn't enough air circulating in your bathroom. spray the curtain with something like "clean shower" leave it open and open a window or leave the vent fan on.
Always leave the curtain open to air dry after use, and once a fortnight I soak mine in bleach and put through the washing machine, keeps it as good as new.
Do you mean a fabric outer curtain or the plastic liner that gets wet in the tub? For the inner plastic one, I've never had luck successfully removing mildew on the inexpensive ones, so we invested (considerably, since I had been purchasing the dollar tree plastic liners) in a 'guaranteed never to mildew' shower curtain liner - and haven't had trouble since (with mildew, hard water staining is another story). While it may not fix your problem, its certainly another option, especially if it keeps happening every time your purchase another liner.
