How do i get magic marker (or sharpie king size, the big, stinky marker) off both sides or a DVD?

Question:it's my mom's beverly hillbillies DVD, which she watches a lot, and i'm scared she's going to kill me if i don't get it cleaned off

You'll have to take it to a place like a video game store, where they have a CD / DVD buffer that helps get rid of marks, scratches, and such. It's a common practice, because too many people do not care for their CD's.

If there's a Game Crazy (usually joined with Blockbuster Video) nearby, they have CD buffers in most locations.
