WD-40 will act as a solvent to dissolve the tar and allow it to be soaked up in a paper towel. Dab at the spot, don't rub, and keep changing the towel to a clean area. Be careful not to have any open flame or cigarette burning nearby. After finishing, you can use a bit of liquid dishwashing detergent in a cup of water to remove the WD-40 and its smell. This time you can rub a bit. Pat dry with a towel. Follow up with a fresh water rinse done the same way, use another towel to remove excess water, and then just let it dry on its own.

a can of wd-40 soak it real good it should do the trick .then wash it with soap and water get a wet vac vacum it up let air dry
I would suggest kerosene oil.It is really capable of the cleaning it up.The u may wash it up with soap.
scrap off as much as possible with a spatula or dull knife.apply cleaning solvent. apply detergent solution in blot.
rinse thoroughly with water the blot until dry.
