Try crumpling up a handful of aluminum foil with the shiny side out. If you rub real hard the foil should remove rust spots. This helps to shine up your chrome too. If you are storing something with chrome (ie bicycles for the winter), take some petroleum jelly and apply it to the chrome parts. This will help prevent it from rusting.
From your hardware store you can buy a stainless steel and chrome cleaner. I apply the liquid or powder to metal,using a very soft scourer. Not a heavy one, but those soft ones. Gently clean off rust. You might have to apply a few times. It pays to have the scourer slightly damp. Then clean off with nice soft duster. Shines up a treat.
I use CLR. Its a calcium, lime and rust remover.
Go to a hardware store (Home Depot, Lowes) and get some naval jelly. I've used it and found it did the trick.
