Screaming hot water mixed with ammonia. It works the best. I have my own cleaning business and I've come across some real messes an the ammonia and HOT water works the best. I have already tried the rest.

Dilute Windex with clean cool water - 1:1.
Sprinkle and soak for 15 minutes.
Use nylon bristle brush.
The mop up.
Repeat once more and it should all come off.
Good Luck.
in addition to the hot water and ammonia be sure to dry the floor too- you can use some towels and swish them around with you feet
