If the item has been soiled with grease or oil it will be very difficult to remove without a solvent. The key is to use a fairly non aggressive solvent. I would use a swab soaked in white spirit or naphthalene to wipe off the surface soil and then wash the belt in household detergent and warm water. Leave to dry and then wipe again with a dry cloth. Do not use any really aggressive agent as this may cause the fibres of the belt to weaken.
