How to give clothes a starchy look with out using starch?

What do you mean by starchy look? Do you mean, the crispness and stiffness? There really is no way to create this look without using starch. Clothing fabrics are not made to have that kind of body or stiffness.

Why don't you want to use starch? If you are having problems with flaking or staining when using starch, then buy a good quality starch (not the 99cent bottle), shake the can real well, in between sprays wipe the nozzle to clear of buildup, and let the starch set in a little before ironing.
