Having recently survived a flood in Upstate N.Y., I found some interesting info about mold and mildew. It is actually a living organism. When you use bleach on it, it will go inside itself, and return when the threat of bleach is gone. I found that if you mix 1 cup of borax powder with 1/2 gallon of warm water, then scrub with a cloth, this will actually kill the mold, and it won't return.
sounds like you need to install a bathroom exhaust fan in the ceiling
you need to let it air out leave the door and window open at all times. the steam is what causes this so you need to leave those things open at all times and after you take a hot shower leave te cold water running for a few secs so it wont be too steamy in there and it wont cause mold

Clean regularly with mold and mildew spray solution that you can buy from the store. Make sure to caulk the areas where mildew and mold grows... Leave the window cracked open for air for a while. Clean the rust on the fixtures with CLR. Caulk the bottoms of the fixtures where they meet the sink or tile. Make sure to have your fan on when showering or taking a bath. To make fixtures shiny you can mix salt with water and clean using aluminum foil.
The answer is ventilation. Do you have an exhaust fan? If so run it while your showering. Some how you have to get air flowing in that space. that should solve the issue
