Try writing over the permanent marker with a dry erase marker, then erase the dry erase marker. I am a teacher, and this trick has worked on getting permanent marker off of the whiteboard, so it might work on a CD cover. "Expo" is a good brand of dry erase markers
Try rubbing alcohol on a cotton ball.
spray some hairspray on it, then wipe it off, it worked for me, but the marker was on the wall :O

Use a whiteboard marker to trace exactly what you have there - right over the original unwanted mark.
Then rub it out. Keep trying.
TRY CLOROX WIPES. THEY SEEM TO WORK TOO.
nail polish remover on qtip and make sure you have a clean fabric to wipe off excess liquid. good luck!
