If it's just a small spot I would say to use scissors and cut it out. No one will notice but you.
WD-40 works wonders on waxy and gunky type stains. Spray it directly on the spot, work it in and remove with a paper towel, making sure to get as much of the oil up as possible. Repeat until no evidence of the tar is left, then u can clean with a carpet scrubber or just scrub the spot manually with dish liquid to remove any oily residue.
I use this stuff called Big Orange .it is an industrial strength cleaner that will totally remove the tar and not discolor the carpet. And as an xtra benefit it leaves you with a great citrus smell in the carpet.
Use "Goo-Gone". Make several small applications and blot. You do not want to saturate the stain, because the GooGone will weaken the glue in the carpet fibers. It works wonders!
Dye the carpet black! Nothing will remove tar. You may as well not even try,it would be a waste of time. Replace the carpet or put a throw rug over the area.
