Before removing that, just get a half gallon of white vinegar, and fill you machine to do a wash and pour the vinegar in do not add clothes, and let the washer wash full cycle.
This will remove all the residue that gets built up through the year. You will end up with a spotless washer and no odor.
you should be able to twist if off (I am thinking it is a fabric softener dispenser, like mine) Or run an empty load with bleach water to disinfect the washer it might help.
You should be able to just pull up on it, though it is hard and takes a while and a lot of strength, I have done it.
