if you are in the uk the site could be a site of special scientific interest (sssi),it could be some one else's property,if it is your property there could be a protective covenant on it which prohibits any cultivation with out the proper legal clearance,you should check the court documents in your possession for the exact reason for the fine. Anyway as you have already been fined for the offence it is academic as to the reason unless you are going to appeal.iam sure other countries have similar procedures. ps the uk uses both the metric and imperial system of measurement
