How do I keep the little fibers of black velvet fabric from falling off and making a white dress look dirty?
Question:Preferably a something that I can do at home without the need of anything that is too hard to find.

If the fibers are falling off, there is no way to prevent that. I would recommend using a different fabric if you want to wear black with a white dress. Consider cotton or silk.
You can also try putting the velvet piece in the dryer with only air. That will remove most of it. Velvet sheds, naturally, but the dryer could cut it down.
Hand wash and air dry. Its your best bet.
