1) Take razor-bladed knife

2) Cut all the way through an area that is bigger than the size of the nail-polish stain. Throw away cut-out area.

3) Place a plant or furniture over the cut-out area.

Nail polish is a permanent glue/paint. Nothing can remove it from carpet fibers no matter what anyone else here says.
put some nail polish remover on the carpet and let it sit overnight with a damp towel over it.
