How to clean a very texured tiled floor?

A slight abrasive cleaner like Bon Ami, wet sponge and elbow grease.
scrub brush and elbow grease! :)
Since you probably don't want to use harsh chemicals, spray the whole floor down with a warm mix of dish soap & water. Let it soak for about an hour, then soak it all back up. Rinse it with a clean rag that you rinse out in the sink as you go, & you will have a spotless floor with hardly any scrubbing. This is a messy job.
If harsh chemicals is your thing, get yourself some Scrubbing Bubbles & spray the floor liberally. Wipe dry.
All I can suggest is that you visit your local supermarket and have a look at the products that are available. They usually list on the back the types of floors they're suitable for.
Once you've sorted that out, it's up to you whether you want to use a mop or dish cloth. I personally recommend you buy a brand new packet of dish cloths for this job as this way after the job is finished you can thrown the cloth or cloths (depending on how many you decide to use) in the washing machine and re-use them again at a later date. Make sure you buy a different coloured packet of dish cloths from the ones you use in the kitchen to avoid cross-contamination.
I have one and it's a lot of work: A scrub brush and working it in circles by hand will remove the dirt from the texture. You may wish to purchase one of those rectangular brushes that will screw into a handle (like those used for roller paining) and try that. Good luck!
I clean a house that has the same floor in the kitchen. I use Simple Green diluted with water. This is a natural product and non toxic.
use a hammer and chisel
I agree with Ruthie. Simple Green is a great product. Make sure you dilute it with cold water. Spray it on, let it sit for a minute and while you're down on your hands and knees use a scrub brush. Make sure you rinse too. I use to have floors like yours. Hated what I had to do to keep them clean. With 5 kids, it was just too much. Loved the look, but our new laminate floors are great and way easier.
