Why does my dishwasher not clean the top row of dishes very well?

I see that you're getting a lot of answers relating to your dishwasher-loading skills, and even one having to do with your water pressure but I'm betting that you're competent enough to load your dishwasher correctly, and if you had low water pressure you'd probably notice it in the laundry or the shower, too. So here's another thought: you might have a bad valve. Quick and easy repair, 15 minutes or less with a repair man... That's how I handled this problem. :) Hope that helps.
You are probably stacking them too close together. Try putting fewer dishes on top. Also try to make sure the dishes, especially bowls, are "facing" the center of the washer.
Chances are the arm is being blocked by something on the top shelf (or on the bottom shelf if the arm is on the bottom of the top basket). I always spin the arm to check before running the cycle to make sure it's not hitting on anything.
Another option is you are stacking too many things in the basket. Try running a load that is only half as full as normal and see if that helps.
The water must reach the dishes to clean them. Often the design of the unit puts more water on the bottom than the top or vice versa. If it is a design weakness there is little you can do about it.
However, sometimes the water jets become clogged and this restricts water. Usually you can remove the top tray easily and then examine the upper water delivery system. Check for blockage. Open it up if you can and clean it out. Often people take the parts outside and run the garden hose through them in revers flow of normal use to assure it is clean. Fragments from broken dishes, larger food residue, etc can cause this blockage.
This is about all you can do.
Run the hot water in the faucet that is closest to your dishwasher, then turn the dishwasher on. This should work. The problem is the water is not hot enough so when it reaches the top it is not cleaning so well, also if you look close I bet the bottom self are not as clean as they should be too. Good Luck.

Just curious, I had this problem too. If you live in an apartment complex, apartments USUALLY don't have the best dish washers. Also, your water could be not hot enough. If youre in an apartment, best thing to do is call that main office and report it.
