We use Dawn Power Dissolver - it comes in a blue spray bottle. It works great on pots and pans with burned food, but also works good on the stove top if there is a boil over.
You can use a "de-glazing" type of process that chef's use in cooking. Heat the pan back up over medium-high heat. When it starts to smoke a little bit, pour about 1/2 a cup of water into the pan and start scraping it with a firm spatula as the water boils away the burnt food. That should get any burnt on food right off.

I put hot water in it for an hour then clean it with SOS. That is what I use and it works really good. It makes my silver dishes shine. No joke.
Use powder laundry detergent mixed to a gel-like substance with warm water. Add half a lemon or a good amount of lemon juice. The laundry detergent breaks up the carbonate that is cooked onto your pan. The lemon is a grease fighter.

Rub some on the pan and let it sit for about 15 minutes, then scrub with an SOS pad, or some sort of scrub brush. It should come right off!

This has yet to let me down.

After I rinse the pan, I cover the bottom with a thick layer of kosher salt, then fill it up with water and set it on the stove on the lowest setting for about half an hour, then turn off the heat and let it sit overnight. The next time I do the dishes, I dump out the water, fill it up with hot, soapy water, and get to work with the Brillo pad. I don't know why, but the salt often softens up the burnt food enough so that I can use a sponge, instead of the Brillo.
