Does anyone know how to get ink pen out of t shirt? (was washed, not dried in drier)?

Try rubbing with a baby wipe. May take more than one. I have used them on quiet a few ink stains even one that was dried in the drier.
With my experence you cant. You could try to get a bucket full of water and soap and let it soak. Then you can scrup on it and let it soak some more.

Place an absorbent paper towel or rag under the stain.
Saturate the stain with an alcohol-based hair spray.
Blot the stain with a rag or paper towel.
Repeat, if necessary, until stain is removed.
Launder as usual.
soak the spot in milk. i can't recall who recommended it to me, but it worked.
put a folded papertowel under the spot and spray the heck out of it with hairspray, wet it real good, then dab and blot with another papertowel, and repeat if necessary, then wash it right away so the hairspray comes out. It works very well.
Hairspray, cheap hairspray like aquanet. Just keep spraying it and blotting with a paper towel. It takes time, but it does work.
