Does it reduce the dust if i put paper on shelves?

Nothing reduces dust. The dust will fall on the newspapers.
Do you mean, will putting newspapers on shelves and tossing out the newspapers when they collect dust and replacing them with fresh papers reduce the amount of DUSTING you'll have to do? Sure it will.

It won't reduce dust on the items sitting on the paper...but the paper wil protect them from the potentially dirty shelf material.
No you are wasting your time. Best thing to do is wash the cabinets real good with vinegar and place your items inside, I suggest that they be washed at least 3 times a year. No need to waste money. Be sides the paper lining invites roaches and the shuch
Dust settles on the paper just as much as it does on the shelves. I never understood why people put shelf paper down. It doesn't prevent anything from happening or keep your dishes cleaner.
