To remove marker stains from carpets, fabrics, skin, and furniture: use Purell Hand Sanitizer to saturate the stain, blot, repeat, the more you repeat the more the stain will fade!

If it's on paper, it's permanent. But if you are talking about your hand, permanent marker will come off slowly if you leave it alone, and faster if you use soap. It won't come off all in a day without you scrubbing your hand (or wherever the marker is) really really hard.
The surface matters. Are u talking about carpet, walls, clothing, etc?
I have a sonic cleaner that has removed stubborn stains although requires multiple applications. There are some tough products out there but permanent marker won't come off all surfaces - such as a rubber doll.

Whats it on? If your counter top.try a cheap dollar store perfume.that's how I got some out my toddler got on the bathroom counter.
try using Goof Off, or Goo gone.that's what works for most stains, like grease, blood, marker..try it out, it may work.
If it's on clothing, try spraying hair spray on it, let it set for a while, then wash in cold water. If it's on a wall, try the hair spray as well. I don't think Dawn dish soap will work but you can try it.
like everyone else said it's permanent but if it's on your tile or wall try hair spray, or toothpaste. You didn't specify where the stain was.
For marks on hard surfaces you could try writing over them with a dry-erase (whiteboard) marker, then wipe off.
You'll get varying success depending on the age of the marks.
