I think this is why Aqua Net is still on the market. You want a CHEAP hairspray that has Alcohol as the first ingredient. Put a paper towel under neath and spray the stain on top with the hairspray. It will bleed then sop that with another paper towel.
Once you have removed a majority of it, spray it with a stain remover (Spray-n-Wash, Zout, Shout) and wash again in whatever temperature the garment can take. Either warm or hot if possible. If the stain is still there, DON'T DRY it in the dryer.
Start with the entire process again and, hopefully the second time it will be gone. Or...there's always the Drycleaner...

Try Hairspray. That has worked for me in the past.
Stain Devils do a remover especially for ink
Staindevils do an ink remover you can get in the supermarkets. You will be lucky to find anything that will work as the stain is not new.
It really depends on the type of ink but i think you may have to take it to dry clean .
If fresh for future reference if it is Biro you can try Metolated soirits . if it is indian ink rare nowadays you can swab the area with milk the fat content absorbs the ink molecules
Buy "LA's Awesome" from the 99cents only store
