No, that really isn't a normal or fair way for a mother to punish her kid. It's degrading and abusive. Once your're out of diapers (age... 3 or so?) it's just not ok to put them back on as a punishment at any age.
People's ideas of what is fair punishment will vary, but there are laws against extreme forms of punishment because most people agree that some punishments just go too far. Putting you in diapers is going too far. No matter what you did, I promise you don't deserve it.
I think fair punishment only includes taking away treats, and only in fair measure. Say you came home later than you're allowed. It's fair for your parents to say you're not allowed out to play for the next week. If you hit your brother, they can say you're not allowed dessert (or other treat) that night. These punishments might make you sad, but they aren't humiliating, you see? It's not damaging to your emotions to miss out on ice cream for one night. But making you feel humiliated, as diapers would, that's just mentally damaging.
What your mum (mom!) is doing is damaging your emotions and that's not fair or ok. You need to speak to one of your teachers and tell them what's happening, they can help you. It's scary and hard to speak to someone about this, but in the end you'll be very glad you did. Remember you're doing a very brave thing in speaking to someone. You're doing a brave thing just asking this question on here, and you should be proud of yourself.

That is a disgusting way for your mother to behave. In fact it's sick. If the welfare heard about this, your mother would be in serious trouble.
