How can I safely remove glass from a picture?

the reason the picture is stuck to it, is probably because whoever cleaned it in the past, sprayed the glass cleaner directly onto it and it leaked inside.
Try using steam. boil water on the stove and place the picture and glass above it, continue to move it around and as it gets a bit of steam carefully start to remove the picture from the glass.
This will be time consuming, but should help and not harm your picture.

Take the picture, a trash can, screwdriver and a hammer outside while wearing glasses and gently tap it out. You should be able to flip it all over into the trash can without too much drama and a crowbar.
very carefully with safety glasses and gloves on use a glass knife and cut in little strips until you have removed what you wanted

Can i try to sever it with oil? as an alternative?
