If you have a sewer system - yes. If you have a septic system - no.
Even on a sewer system, if the packaging doesn't say "flushable" or something like it, bad idea.
Most wipes intended for kids' and adults' toilet use are flushable, of course. I understand that some baby wipes, cleaning wipes, and skin-care wipes are not.

Only if the label indicates that they're flushable. I bought some for my baby, and I flushed them down the toilet. (flushables) I wouldn't flush the ones that are thick.

Even flushable wipes should not be flushed. Call your local plumber and they will tell you these things are causing back-ups after an extended period of time.
Read the label; most of them say DO NOT FLUSH!!
I don*t think they are biodegradable and will probably stop up the toilet.
