Fresh eggs stay underwater in a pan but as they become staler they start to bob up. I think once an egg is floating on the surface of the water you should throw it out.
I believe if you crack open the egg in a bowl and the yolk falls apart, then it's gone bad. Sometimes the egg also smells bad.
The old saying is best---"if in doubt, throw it out!"
