Are they sterling, or silverplate? If they're plated, what you see is the base metal showing through the plating.

try using baking soda and toothpaste together, brush it with a toothbrush so it doesn't scratch.
go to walmart and buy some TARNEX its down the laundry isle here and that will clean silver good luck sorry only thing i know of let it soak in a pan with it for a little bit
Baking soda and vinegar. Make a paste. Also I have used WD40. I would apply the WD40 on a cleaning towel.
Got any steak sauce? It will polish silver in no time . Just rub it on with a dry cloth rub it good then rinse well . This really works. you can use a soft tooth brush for crevices
try some stuff called brasso it might work .
