Answers:
--- what is it?
Scotchgard ingredients belong to a large family of chemicals that degrade to form a chemical called PFOS, or perfluorooctane sulfonate. They are fluorocarbons, related to CFCs, which are now banned as ozone depleters. 3M has manufactured PFOS commercially since 1948
--- what is it used for?
to protect fabrics by creating a "layer" on top of the fabric so that soils will be "suspended" and easier to wipe off.
--- what are the ingredients in it?
perfluorooctane sulfonate. These are now suspected of being harmful to humans
--- is their some type of water repellent ingredient in it?
yes, PFO's have waterproofing properties.
It is a fabric protector
Used to protect fabric like car, home upholstery
a lot of chemicals but I suspect silicone for water repelling

You should ask what WAS Scotchgard.
It was a water repellent that was added to clothes and furniture. You could buy it in a can and spray it on your own clothes.
They found out it was dangerous and banned it several years ago.

However, the company now uses the brand name for water repellents and sealers using a different chemical. So it never really went away.
